Senior Nutrition Specialist

General description:

The Human Development Department in South Asia Region (SASHD)  is seeking an experienced Senior Nutrition Specialist who is comfortable working in fragile states to support analytical and lending work, and policy dialogue with clients and development partners towards the reduction of malnutrition in Pakistan and across the South Asia Region.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.

Duties and Accountabilities:
The Senior Nutrition Specialist will work with various teams to:
  • Provide direct operational support to country clients through missions and other contributions in the overall design, preparation, implementation support and evaluation of investments made by the Bank in the area of nutrition; handle complex technical, institutional and program, implementation issues; possibly assume management responsibility for certain projects.
  • Create partnerships and relationship with clients, counterparts, development partners, implementing agencies and local institutions with the aim of fostering an expanded and improved response to childhood malnutrition.
  • Respond to requests for, and proactively provide, advice to regional colleagues and country clients on technical issues related to nutrition, food security, fortification, infant & child feeding practices, etc. Recruit and supervise the work of consultants and technical specialists to complement the Bank’s own staff.
  • Reach out across the World Bank Group in respective countries (including the International Finance Institution, the Poverty & Economic Management Group as well as sectoral specialists) to seek to leverage the potential of their work to making a greater contribution to nutrition
  • Conceptualize, design and manage relevant analytical work, policy papers, workshops/training -- in collaboration with partner agencies. Contribute to and lead the development of proposals, as needed. 'think pieces', case studies, evaluation studies, innovations and 'best practice' papers.
  • Contribute to capacity-development and knowledge management in nutrition within the Bank.

The selected candidate will report to the South Asia Sector Manager for Health, Nutrition & Population, and will be work in close collaboration with the other members of the HNP and Human Development Teams in Pakistan and beyond.

Selection Criteria:
The successful candidate will have the following competencies:
  • Knowledge and Experience in Development Arena - Translates technical and cross-country knowledge into practical applications and contributions to country and sector strategies; interacts with clients at the policy level. 
  • Policy Dialogue Skills - Anticipates needs and requests in the field and conducts independent policy discussions with representatives of the government and non-government partners. 
  • Integrative Skills - Understands relevant cross-sectoral areas how they are interrelated; able to undertake cross-sectoral work in lending and non-lending operations. 
  • Health, Nutrition and Population Knowledge and Experience - Possesses strong expertise in: Health systems, public health, nutrition and/or population. Has experience assisting clients, in partnership with other stakeholders, in developing flexible and creative approaches to HNP reform and implementation 
  • Project Design for Impact and Sustainability - Contributes to the design of projects and programs, based on an understanding of the country and sector context. 
  • Sector Dialogue - Able to conduct a dialogue with the client on familiar topics, with a narrow scope, based on a solid understanding of the sector. 
  • Client Orientation - Maintains client relationships in the face of conflicting demands or directions and provides evidence-based advice and solutions based on sound diagnosis and knowledge. 
  • Drive for Results - Identifies the needed resources to accomplish results involving multiple stakeholders and finds solutions to obstacles affecting key deliverables. 
  • Teamwork (Collaboration) and Inclusion - Shows leadership in ensuring the team stays organized and focused, and actively seeks and considers diverse ideas and approaches. 
  • Knowledge, Learning and Communication - Leads in the sharing of best practice, trends, knowledge and lessons learned across units and with clients and partners, articulating ideas verbally and in writing in a clear and compelling way across audiences of varied levels.
  • Business Judgment and Analytical Decision Making - Gathers inputs, assesses risk, considers impact and articulates benefits of decisions for internal and external stakeholders over the long term.


OTHER SELECTION CRITERIA
  • An advanced degree in Nutrition, Public Health, Health Policy or related subject with a focus on nutrition.
  • At least 8 years of relevant experience at senior levels in the nutrition field.
  • Demonstrated superior track record and in-depth knowledge and experience in operational tasks in the nutrition sector, and an ability to apply knowledge to practice, draw policy conclusions, and liaise with clients on a wide range of issues including technical nutrition policy, institutional assessments, economic analysis.
  • Preference will be given to candidates with demonstrated technical knowledge and project management experience in high malnutrition-burden countries, and a strong vision and motivation to contribute to the reduction of malnutrition in these countries.
  • Proven track record of working with multiple partners in the nutrition arena, especially at country level; Additional experience in working with relevant sectors such as agriculture, gender, and poverty reduction would be a distinct advantage.
