Liaison and Support Officer
FULL TIME POSITION, Multan (2 Positions)

TASKS AND RESPONSIBILITY
  • Support IC and staff in designing, planning and implementing of DUA action plan.
  • Designing and planning of action plan at each DUA within the cluster:
  • Participate in MdM workshop sessions on supervision and management skills;
  • Sensitize DUA staff and DO on the new way of working through meetings/orientation sessions and then mobilize them to prepare their team on working with action planning and following minimum standards, support the nomination of an action committee at each DUA of 2-3 persons;
  • Conduct 1-day session at each DUA to identify the current status of DUA with all staff & teachers in relation to the minimum standards, facilitate the staff in making gap analyses, priorities and fill in the action plan template properly;
  • To ensure that minimum standard in term of social discipline are respected through an improvement plan
  • Religious classes are run by DUA teachers minimum twice a week;
  • Vocational trainings are organized by DUA teachers or training institutes as Sanatzar minimum once a week;
  • Informal education for women minimum twice a week;
  • Socio-educative activities are organized by DUA teachers, psychologists, mothers for children minimum twice a week;
  • Organization of events with residents and DUA staff are organized minimum once a year.
  • Contribute to regional planning with FOFP and site coordinator and design, plan and implement a 6-month cluster action plan in which exact roles of MdM team members are defined, and in which involved actors, outputs and constrains are described.
  • Strengthen management capacity of DUA staff to implement action plans
  • Train, coach and support DUA staff in using management tools as chronogram, monthly planning, review meetings, M&E templates, reporting system, to translate action plans into practice and to strengthen their skills to evaluate results and make adjustments accordingly;
  • With the collaboration of M&E Advisor and Site Coordinator, assess DUA M&E data collection system and reports in place and ensure that IC and staff/teachers are trained enough to collect needed M&E data for their own records and reports;
  • Identify needs for additional trainings of DUA IC, teacher and other actors at district in terms of DUA management & on pedagogical techniques, socio educative tools, as well as sensitization on GBV with the close collaboration of Site Coordinator, volunteer psychologist, lawyer, advisors and Training Department.
  • Monitoring and evaluation of progress of implementation action plan
  • Monitor and evaluate actions according to the 6-month cluster plan with the Site Coordinator and all relevant MdM team members, and at the end of the 6 month period, to assess progresses, main needs and priorities and recommended role MdM for following 6-month plan;
  • Every 2 month, support the set up and functioning of a coordination platform (IC, Field Officer Focal Point + DO + DUA staff + Advisory Committee) to assess the quality and regularity of services according to DUA action plan;
  • Every month, participate in meetings with IC and DO to address the progress of action plans and contribute to the mid-term and final evaluation of the action plan: conduct 1 day session with DUA staff, DO and other involved actors and compare current status with minimum standards and assess the achievements of the action plan;
  • Every month, set up a detailed field visit plan for monitoring to support DUA staff in implementing DUA action plan;
  • Every two weeks, review the activities with teachers and IC and prepare the coming ones;
  • Once a month, participate actively in a meeting (LSO + DUA In charge + Teacher/ Vocational Instructor) to assess the quality & regularity of services according to the improvement plan, the chronogram and monthly planning designed. During this meeting, the achievements as well as actions to be taken to achieve the targets will be highlighted.
  • Conduct regular observation sessions inside premises to assess the actual progress of action plans and provide training/ support on the job to DUA staff.
  • Facilitate the handover to DUA IC and staff of quality medical, psychological, legal, and social services.
  • Engaging civil society in service delivery inside DUA:
  • Mapping of volunteers involved in service delivery of cluster DUAs and assess level of commitment and involvement of IC in volunteer management, then define with IC an action plan to hand over volunteer management from MdM to IC step wise;
  • Support IC in networking at district level with District Hospital DHQ to nominate for lady doctors
  • Support IC in networking with district bar association in defining a healthy collaboration with the pool of lawyers; assess needs for training of lawyers and liaison with advisor and training department
  • Support IC in networking with universities and hospitals to recruit psychologist volunteers to provide services inside DUA on structural bases;
  • Support IC and teachers to develop networking with Sanatzar and handicraft institutes for social activities inside DUA and referrals of residents.
  • Assess with teachers and In-charges possible partners at district level that could provide regularly residents with vocational trainings and events. To make sure that all the networking at DUA level is through the involvement of DUA IC at all levels;
  • Support in-charge in setting up a referral system which will contribute to the reintegration of residents after discharge, mapping and liaison with other SWD institutions at district level and develop a network of Community-Based organizations (CBOs), local NGOs, local business;
  • At regional and provincial levels, contribute to the strategy development for long term partnership between DUA and civil society for service delivery.


Quality control of services:
  • Sensitize and mobilize IC and DUA staff to reach minimum standards, and lobby for the allocation of means and resources when needed in line with action plan needs;
  • Report and communicate to the Site Coordinator progresses on improvement of overall conditions of DUA and recommend for specific measures if needed;
  • Ensure that all volunteers are attending required orientations, trainings and workshops organized by MdM and partners;
  • Ensure the follow up of trainings already attended by teachers & support them to put into practice knowledge & skills learnt. Moreover, make sure that teachers attend all the coming trainings
  • Ensure all teachers are taking classes regularly
  • Ensure that DUA teachers are aware of their duties and working accordingly; especially as long as their job description is being finalized
  • Facilitate the communication flow between service providers and MdM Advisors for technical guidance and training.

M&E and reporting.
  • Comply to overall M&E system and reporting mechanism within the program;
  • Supervise and support DUA staff to conduct mid-term evaluation after 3 months of action plan and assess progress and process. Formulate a DUA mid-term report with IC and fine tune action plan if needed;
  • Supervise and support DUA staff in conducting a final evaluation after 6-month implementation cycle to assess output and outcome and determine current status and needs and actions to be taken in future by SWD/ DUA and if needed MdM;
  • To implement and follow the data collection system for proper monitoring of the social activities and results by directly collecting data in the field and by supporting teachers and In-charge in their reporting work;
  • To evaluate the results of the social work activities in each DUA according to the improvement plan in close collaboration with Site Coordinator;
  • Submission of reports and relevant assignments to the Site Coordinator by respecting the deadlines.

QUALIFICATIONS AND SKILLS REQUIRED
  • Master degree in psychological, social, legal, or medical science.
  • At least 2-3 years of experience with a local/international organization/NGO/CBO, preferably field experience.
  • Proven ability to facilitate the process of capacity strengthening of DUA teachers and IC (supervision, facilitation, coaching)
  • Skills to design, plan and implement activities based on clear assessments (identification of needs, problems and strengths)
  • Proven ability to meet deadlines, to respect assignments, and of being flexible;
  • Proven ability to work with team members, SWD stakeholders, IC and DUA staff;
  • Proven ability to understand well MdM strategy and new work organization and to communicate on it;
  • Ability to travel very frequently and alone by public transportation in remote areas of Punjab.
  • Flexibility in timing and willing to stay overnight for field work.
  • Excellent oral communication, negotiation, listening and counseling skills.
  • Good reporting & computer skills
  • Experience in networking with local organizations (civil society, public representations, and professional bodies) and training.
