Web Developer/Programmer

Position Objective
Develop the structure of an election web portal and the interface and engine for third-party management and content updating thereof.

Duration:
Full time – July 2013 to October 2013 (Extendable)
Job Location: Islamabad

International Organization (INGO) working in the field of elections, democracy and governance in collaboration with government institutions and civil society in support of electoral reforms in Pakistan. An outside Civil-Society Organization has been contracted to develop and manage the content of the web portal. The overall objective of the Web Developer/Programmer is to create the underlying structure and templates onto which the content can be uploaded, vetted and displayed. The objective calls for the Web Developer/Programmer to create user interfaces for the management and moderation of the web portal, and crucially, to create an engine with which content can be uploaded, formatted and vetted. All of these features need to incorporate security features to track users and prevent unauthorized use, and to track changes to the web portal through a standard log. The Web Developer/Programmer must be knowledgeable and experienced in creating these crucial features, in addition to the development and coding of the underlying framework. The Web Developer/Programmer will be expected to build upon the existing web-portal and content, rather than developing the web portal from scratch.

We are currently seeking committed and energetic staff for the above position. Detailed scope of work with required skills and qualifications are summarized below:

Duties and responsibilities:

• Develop architecture and structure of the web portal
• Write the Programming code for developing the website, testing of website and upload on server and register it with search engines.
• Develop modules and upload/management interfaces for the upload of the contents/reports developed for the web-portal
• Regular monitoring and refinement of the web portal – update the search engines and search criterion
• Refine the design of the web portal from time to time, give guidance on its layout, graphics, styles
• Carryout web searches for latest trends in web designs, and content management
• Coordinate with project manager and content developer for maintenance, troubleshooting or upgrading of the web-portal.
• Promote visibility and accessibility of the web portal through optimization of its positioning in web search engines, links from other sites, and review of analytics.

Qualifications:

• Bachelor’s Degree in Computer Sciences preferably in software development or graphics 
• Three (3) years of experience in web development and programming,
• Excellent command over web development tools and software such as Drupal, PHP, My SQL, CSS and HTML5
• Familiar with web standards compliance issues
• Excellent technical and creative design skills. Have creativity and imagination to pick up new techniques
• Excellent written and oral communication skills. Ability to read material  and interpret  the organization vision and objectives from the material/content
• Excellent English language writing skills required, high analytical skills and attention to detail
