National
Information Management Officer
Under the overall supervision of
the Chief of Mission and the direct supervision of the National Shelter Cluster
Coordinator, the successful candidate will be responsible and accountable for
the management of humanitarian response information systems and reporting. Key
areas in which he/she will be involved include Humanitarian Cluster,
Humanitarian Programmes and Development.
Responsibilities and
Accountabilities
1.Ensure the systematization of
data collection from the 200 organizations involved in shelter activities. And
ensure the flow of the information cycle between shelter cluster members,
shelter cluster, humanitarian partners and donors at provincial and national
levels in a timely manner.
2.Provide simple, user-friendly
emergency shelter assistance reports in consultation with the local
authorities, providers of shelter assistance and other key stakeholders; these
reports should include provision for gender desegregation of data and reporting
on more vulnerable groups, they should also be complementary to the information
collection and reporting systems of other sector working groups;
3.Promotion of and training on
the use of these reporting tools among shelter assistance providers and other
stakeholders;
4.Streamline the use of IM tools
in all areas where cluster is active and ensure the training of IM assistants
based in provinces.
5.Supervise gathering and
collation of data on emergency shelter needs and assistance from district to
national level, including feedback and/or issues raised by the affected
population;
6.Provide regular updates on
shelter related activities in cluster meetings at national level and ensure
that relevant information is being shared by IM assistants in the cluster
meeting at provincial and districts levels
7.Identification and reporting of
any gaps in emergency shelter assistance to the Shelter Cluster;assess, verify,
and map emerging assistance needs and protection concerns; conduct regular ‘gap
analyses’ based on verified needs.
8.Engage in inter-cluster
coordination through IM working group to ensure complementarity and
cross-sectoral analysis of information on the disaster response.
9.Ensure needs assessment and
analysis involves all relevant partners.
10.Ensure the provision of maps
and matrices showing distribution densities and coverage by item, memberand
geographic area.
11.Ensure an IDP
Profiling/registration is carried out which profiles the demographic data of
the camp populationNational/Local Authorities, State Institutions, Civil
Society
12.Develop and regularly update
the Shelter Clyster website.
Monitoring and Evaluation
13.Revise, recommend and assist
in the implementation of recommendations to improve the efficiency of current
monitoring systems
14.Design, test and implement
tools for data collection and data entry
15.Implement quality control
mechanisms to improve the quality of the collected information
16.Produce analysis of project
data and identifying methods to use results for services and project
improvement;
Training and capacity building of
national authorities and civil society
17.Promote and support training
of humanitarian personnel and capacity building of humanitarian partners.
18.Support efforts to strengthen
the capacity of the national authorities and civil society.
Other
19.Any other tasks that may be
required (within reason) to achieve the objective of this assignment.
20.Provision of adequate
handover, including the provision of brief guidance notes and counter-parting
where possible.
21.Preparation of a short summary
report at the conclusion of the assignment on lessons learned.
Education and Experience
- Advanced degree in computer sciences or statistics or any relevant discipline;
- Extensive work experience in challenging environments and operational activities in natural disasters.
- Experience in an international or governmental programme in a challenging environment (more than two years preferred);
- Seven years professional experience in information gathering and collection processes, data entry monitoring and analysis
